The following announcement was made letting users know that an update for OpenSSL was available; however, I'm not finding it on the repositories. I haven't made an exhaustive search of every repository; but, it has been 5 days and thought it would be on all of most them by now at least. Anyone know if it is being held back?

You can get it with yum update --enablerepo=cr

You can get it right now with the above command. The package will be exactly the same in 7.6.1810, bit for bit.
