for centos scp is allowed to happen... from other linux system to my centos-7.6 system.
rhel blocks scp (but allows ssh); in rhel if i setenforce 0 then scp is allowed to it.
what is are selinux commands to properly allow scp to happen (like in centos) so that i can keep selinux enabled as enforcing?

Not out of the box it doesn't. You've done something weird to your RHEL box if so.rhel blocks scp (but allows ssh); in rhel if i setenforce 0 then scp is allowed to it.
CentOS 6 will die in November 2020 - migrate sooner rather than later!
CentOS 5 has been EOL for nearly 3 years and should no longer be used for anything!
