Looks like several problems.
1. Some obsolete repos in /etc/yum.repos.d/CentOS-Vault.repo are enabled and should not be.
2. No sign of a repo that would carry vlc - such as ATrpms or RPMForge.
3. There appears to be a networking problem.
Fix 3 before tackling the other two. Has yum ever worked on this system?

Non-core repos should have a higher numeric value, which is a lower priority. Lower is "better" as in golf scores.
