Yes, it does.

This kernel is the one that fixes the Intel "Meltdown" vulnerability and you can expect it to be slower than previous ones as that's the only way to fix the security problems they have.

@bonedome -> the article explains how to disable the patches that fix Meltdown and Spectre Vulnerabilities.
I wouldn't recommend that, but if the machine is well protected or offline - then you can decide to switch off any of the patches.
