You should ask this from the webmin/opennms guys. They have their own support venues.

After upgrading to 7.4.1708 these programs stopped working. I want to know if they can be fixed without backup copy or reinstalling? If so can someone help me.

Please don't create multiple topics for the same problem. My advice above is still valid. Go to webmin folks and describe how "these programs stopped working". Chances are that if you get webmin to work again, it may also fix opennms (no guarantees about this, though).

Neither webmin nor opennms are CentOS packages.

perl-Encode-Detect is a CentOS package, make sure it is installed.
The future appears to be RHEL or Debian. I think I'm going Debian.
Info for USB installs on http://wiki.centos.org/HowTos/InstallFromUSBkey
CentOS 5 and 6 are deadest, do not use them.
