I have a question about Cent OS 7.3 , if I disabled EIST , C-state in BIOS , then boot to Windows 10 , CPU can run at Max frequency (3.3GHZ) for each Core , but if I boot to Cent OS 7.3 , then I check the CPU frequency , each core only 800MHZ ( About ) ..It seems the EIST still work ..
# less /proc/cpuinfo ======> show only 800MHZ for each core .
Does anyone know what wrong with it ? How should I disable EIST , C-state to get the MAX CPU frequency in CENT OS 7.3 ??

Do you understand the concept of dynamic CPU frequency scaling? If yes, why are you doing this?
Besides: 7.3 ist totally unsupported. Nobody cares for 7.3 anymore.

Actually to get the *max* frequency, I think you need to enable all those switches again as, if you disable all that lot, it should run at the top rated frequency of the processor all the time. If you run with them on then it should dynamically spin them up and down and as part of that it will also enable turbo mode and allow your cores to temporarily overclock themselves to the maximum turbo frequency.
The future appears to be RHEL or Debian. I think I'm going Debian.

Thanks for your reply .. today I re-install Fedora 22 Linux OS , in the same condition ,disabled EIST , C-state in BIOS setup , then booting to OS ,

So I think it related to Linux Kernel version .. I just do not know the difference between the two linux version (Cent OS 7.3 , Fedora 22) , and wonder how to Disable EIST ,C-state in CENT OS 7.3 kernel in order to run the max frequency ....

Just as a matter of CURIOSITY... Why are you running CentOS 7.3 when the current version is 7.4, and running Fedora 22 when the current version is Fedora 27?? BTW there is a BIG difference between the CentOS and Fedora kernels. You need to compare apples to apples and oranges to oranges for it to be of any value. Yes , it's a curious problem , some of my customer has the problem in performance base on the CENT OS 7.3 , once we have suggestted the other version's LINUX OS ..
