There is no upgrade from one major version of CentOS to the next.
The future appears to be RHEL or Debian. I think I'm going Debian.

Very unlikely.
CentOS is a rebuild of RHEL and even RHEL only provide a utility that upgrades extremely limited installation types from one to the other and they have hundreds/thousands of people working in support to help correct all the problems that come from it.
The distro is supported for 10 whole years from initial release. The idea is that you install it on new hardware now and retire it when the hardware reaches its EOL.

Every major version is years ahead of its predecessors. It might not seem new and shiny for long, but it is and remains different from earlier (and future) major releases.
Red Hat has more than enough work on making the new release "work right". On top of that, you wish for a converter/translator that reads whatever esoteric settings you have in earlier version and reproduces equivalent configuration for a new release? How much resources are you willing to allocate for such tool? Could you successfully reinstall with less amount of effort?
I've seen VMs in Cloud. Spawned from scratch and primed for action, used briefly, and discarded promptly. The mentality is that fresh installs are cheaper than duct taped monoliths.
This depends on two things:
1. Config is not created in the machine. Config is dropped into machine from outside.
2. OS and user data are distinct and separate.
