CentOS waits for the upstream vendor to fix bugs. I found this entry which seems to be the tracking point for Redhat https://bugzilla.redhat.com/show_bug.cgi?id=754398

The CentOS version of this is now in the repos and ready to be yum updated. bind.x86_64 30:9.3.6-16.P1.el5_7.1
