what does it mean?
and still works plugin priorities?

Yes, plugin priorities still works. The infra tag is new and currently unused but is intended to allow better control over updates for SIG spins so that they can update the correct packages based on what SIG spin you are using.
The future appears to be RHEL or Debian. I think I'm going Debian.
